Quebec beekeeping laws require annual MAPAQ registration and compliance with the provincial hive-placement rule. A small courtyard or rooftop is not automatically suitable simply because the beekeeper is registered.

Before buying bees, measure the hive’s distance from public roads and dwellings, then confirm the municipal land use. If relying on a fence exception, use the actual dimensions in the statute rather than a general urban-beekeeping recommendation.

The MAPAQ responsibilities page provides the current application and instructions. New-owner registration remains valid until the following June 1. Check the current form for fees rather than using a previous year’s amount.

Measure roads and dwellings correctly

Section 11.13 of the Animal Health Protection Act addresses public roads and dwellings, not a blanket distance from every property line.

Its exception requires a solid fence at least 2.5 m high, extending at least 4.5 m beyond the apiary’s limits on the relevant road-or-dwelling side. A short screen directly behind one hive, an open trellis or a neighbor’s consent does not demonstrate that exception.

Draw the whole apiary footprint before planning the fence. If a road and dwelling lie on different sides, ask MAPAQ how the protective arrangement must address the actual layout. Check municipal fence-height and construction controls before building.

Courtyards, roofs and borough permissions

Quebec’s urban beekeeping guidance also addresses inspectable, movable-frame equipment and responsible management. A hive format should allow proper brood inspection; attractive packaging is not a substitute for access to the comb.

On a shared property, establish who can authorize the site and any fence or roof alterations. Keep entrances clear of stairs, doors and regularly occupied space. Provide dependable water before introducing bees.

For a Montreal address, use the Montreal borough and rooftop guide. A provincial urban-agriculture page or a city strategy is not written approval of your particular installation.

Imports, disease and an orderly apiary record

Check MAPAQ requirements before bringing bees or used equipment into Quebec or transporting a shipment through it. Save the origin, supplier details and applicable permits with your registration.

Record inspections and isolate suspect equipment from robbing bees while obtaining official instructions. Use our foulbrood comparison guide to recognize warning signs, then contact the bee-health service; a photograph cannot clear a suspect colony.

Frequently asked questions

Do I need to register one hive in Quebec?

Yes. MAPAQ registration applies to owners of Apis mellifera, including small hobby apiaries. Existing owners register annually between April 1 and June 1; new owners must register immediately.

What is Quebec’s 15-metre beehive rule?

Section 11.13 of the Animal Health Protection Act requires occupied hives to be at least 15 metres from a public road or dwelling, subject to its specific solid-fence exception.

How tall must the fence be for Quebec’s exception?

The statutory exception requires a solid fence at least 2.5 metres high, extending at least 4.5 metres beyond the apiary’s limits on the side facing the road or dwelling.

Does MAPAQ registration authorize bees in Montreal?

It satisfies a provincial registration duty, not borough land-use or property permission. Confirm the address, intended use and any rooftop works with the borough and property authority.
