⚠️ Not Legal Advice: Summaries for educational purposes only. Verify with official Montreal, Quebec authorities.

Montreal beekeeping requires Quebec compliance plus an address-specific borough and property review. The official material reviewed does not establish a blanket citywide rooftop permission or one hive allowance for every borough.

Before buying colonies, identify the borough, draw the proposed apiary and ask which enacted land-use provisions apply. Complete MAPAQ registration and check the provincial placement rule alongside that local review.

What changes between Montreal properties?

Proposed sitePermission questionDetail to include in the inquiry
Private backyardIs the apiary compatible with the property’s permitted use?Colony count, roads and nearby dwellings
Shared duplex courtyardWho controls the common space?Inspection route and occupant access
Co-owned rooftopWho can authorize the use and any works?Roof plan, access and proposed screening
Community gardenDoes the garden’s agreement permit honey bees?Manager, public access and maintenance plan
Commercial or institutional roofDoes the proposed operation need a specific approval?Apiary purpose, structure and management arrangements

Use Montreal’s official bylaw search and request help from the borough’s permit or urban-planning service. Search terms such as apiculture, rucher and usage conditionnel can locate material that an English-only search misses.

A rooftop precedent is not permission for another roof

Ville-Marie’s April 2017 council minutes record a property-specific conditional-use approval for beekeeping on part of the Palais des congrès roof.

That historical decision illustrates why the address, use and approval conditions matter. It does not demonstrate that every Montreal rooftop has the same authorization, or that the underlying 2017 provisions remain unchanged.

A city’s urban-agriculture strategy describes policy direction. For a proposed installation, ask for the current enacted provision or decision that applies to the site and retain its conditions.

Apply Quebec’s requirements to the actual layout

MAPAQ registration is required for honey-bee owners, including hobbyists. Maintain identification and required records; use the Quebec guide for the annual process.

The provincial placement provision addresses occupied hives near public roads and dwellings. A tall roof or fence should not be assumed to satisfy an exception without checking the statutory arrangement.

On a courtyard plan, show neighboring dwellings and the street as well as parcel boundaries. For a roof, include entrances, terraces and areas used by occupants. Ask how the actual geometry is assessed if the proposed site does not fit a simple ground-level measurement.

Make shared-property permission workable

An authorization should name the beekeeper and backup contact, specify the permitted location, and describe inspections and access. Address what happens during roof repairs, a transfer of ownership or a request to remove the colonies.

Our rooftop beehive guide helps organize loading and safe-access questions. Keep entrance traffic away from doors and regularly occupied terraces, provide dependable water, and have a plan for neighbor concerns.

Save the borough response, property authorization, site drawing and MAPAQ records together. Recheck before expanding or moving the apiary. The Canada overview and international research hub explain the additional layers.

Frequently asked questions

Is backyard beekeeping automatically allowed in Montreal?

Do not assume automatic permission. Meet Quebec’s registration and placement requirements, then ask the borough which enacted land-use provisions and approvals apply to the exact address.

Does Montreal have a verified citywide hive limit?

The sources reviewed did not establish a uniform citywide allowance. Ask the borough about the property, intended use and any approval conditions instead of copying a number from another city.

Can I install bees on a shared Montreal rooftop?

Confirm borough requirements and obtain authorization from the property owner or applicable co-ownership authority. Review structure, access, fall protection, inspection arrangements and removal responsibilities before installation.

Does Quebec’s fence exception apply in Montreal?

The provincial placement rule applies in Montreal too. Its exception specifies a solid fence at least 2.5 metres high extending at least 4.5 metres beyond the apiary on the relevant side; municipal fence rules still need checking.
