South Carolina has no mandatory hive registry, but importing bees requires official health and entry documents. Clemson Extension’s rules overview distinguishes those state requirements from local zoning and private property restrictions.

Check the proposed yard with your city or county first. Before buying from another state, contact Clemson’s Department of Plant Industry honeybee program with the shipment contents and dates. Verify the food-sales route with SCDA separately if you plan to sell honey.

Interstate Bees and Used Equipment

Section 46-37-10 requires incoming bees and fixtures to have an official origin-state certificate based on actual inspection within the preceding 60 days, plus a Clemson entry permit before entry. The chapter defines fixtures broadly; describe any comb, hive equipment or other apiary material in the load when asking what documents apply.

Section 46-37-40 separately restricts importing secondhand fixtures except under the division’s rules. A low-priced used hive is not ready for pickup merely because the seller has emptied it. Ask the program to review the proposed transaction before payment or collection.

Keep the issued documents with the load and match them to its origin, contents and destination. Clemson’s certificate application explicitly says an application is not a legal certificate. Allow time to receive the actual agency-issued document rather than treating a completed form as approval.

For outgoing bees, give Clemson the receiving state’s requirements. Keep any certificate with the purchase and inspection records so a later owner can trace the stock and equipment.

Honey Exemption and Other Sales Routes

SCDA’s current honey guidance allows producers who sell only directly to the end consumer and produce no more than 400 gallons, or 4,800 pounds, per calendar year to apply for exemption from registration and inspection. The exemption requires an application; it does not remove proper-labeling obligations.

For producers who do not qualify, SCDA describes an inspected honey-house and Registration Verification Certificate route, or production under the Home-based Food Law. Ask which route covers your product, premises and intended sales. Do not assume the direct-consumer exemption authorizes business-to-business supply.

Use a production ledger and list each sales channel before applying. Keep a copy of the accepted label and record any later product change. Review our home honey-business guide before budgeting for processing equipment or wholesale packaging.

Plan the Yard and Contact Records

Follow the address-level legal checklist to confirm the jurisdiction and obtain the relevant ordinance. Mark entrances, paths, property lines, water and inspection access on the site plan. Obtain permission for rented, shared or remotely located land.

Keep contact information accessible to the person managing the property. If unusual brood or sudden losses appear, preserve observations and seek a qualified assessment before moving comb to a different yard.

Legal and safety alert: A state without mandatory hive registration can still require import permits and regulate food sales. Resolve each activity before moving bees or offering honey for sale.

Frequently Asked Questions

Does a South Carolina certificate application authorize transport?

Keep an application separate from the certificate or permit the agency actually issues. Check the documents for the shipment and destination before departure.

What should I record before applying for a honey exemption?

Record your annual production and sales channels, and prepare a sample label. Ask SCDA to confirm the appropriate route before promising wholesale supply or expanding the product range.
