Saskatchewan beekeeping rules include a valid certificate under the Apiaries Act, 2005, plus applicable premises-identification and local site requirements. A PID number or industry-commission record should not be treated as automatic proof that every obligation has been completed.

Before obtaining bees, ask the provincial ministry for the current certificate application and confirm the records needed for each apiary. Then check your municipality’s beekeeping, zoning and property conditions.

Certificate, premises ID and local licence compared

Record or approvalWhat it addressesWhat it does not establish
Apiaries Act certificatePossession or control of bees and specified combMunicipal permission for a backyard
Premises identification (PID)Location information for regulated animalsCompliance with every apiary provision
Local beekeeping licence, where requiredMunicipality-specific permission and conditionsAn exemption from provincial law
Landowner agreementAccess and permission to use the siteDisease or movement approval

Section 3 of the current consolidated Act still states the certificate requirement. Older legislative proposals or discussions about changing registration are not sufficient evidence that this section was repealed.

Confirm the certificate process before buying

The requirement covers honey bees, honeycomb and brood comb in your possession or control. Certificates are not transferable; buying a registered person’s colonies does not transfer that person’s certificate to you.

Ask the ministry to confirm the applicable certificate term and any renewal or information-update process. This guide does not impose an invented annual expiry.

The Saskatchewan PID program includes regulated bee species. Its application form concerns the premises. Keep that confirmation with the apiary certificate and ask how the records are linked for your operation.

Use inspectable equipment and check transfers

Section 5 prohibits keeping bees with immovable brood comb. Choose equipment that allows examination of individual combs rather than a fixed-comb decorative hive.

Sections 6 and 7 address imports, transit and dispositions such as sales or loans. Prescribed exceptions may affect the exact permit requirements. Give the ministry the origin, destination, colony format and equipment history before moving anything.

Record the supplier, hive identifiers and documents accompanying a nuc or used box. If disease is suspected, keep the equipment inaccessible to robbing bees while obtaining instructions. Do not distribute comb to another colony as an informal rescue attempt.

A city licence remains a separate task

Weyburn’s official licensing page illustrates a municipality with its own beekeeping licence. Its application, fees and conditions are specific to Weyburn; they are not a provincial licence.

For another city or rural municipality, submit a site drawing showing the hive, property boundaries, paths and nearby occupied areas. Ask whether an apiary is an allowed use and whether a local licence, limit or inspection applies. Obtain landowner permission when the site is rented or shared.

The residential hive-location guide helps organize this submission. Use the Canada overview for the federal import layer and the international laws hub for related jurisdictions.

Frequently asked questions

Do I need a certificate to keep honey bees in Saskatchewan?

Section 3 of the current consolidated Apiaries Act requires a valid certificate for possession or control of bees, honeycomb or brood comb. Obtain the ministry’s current application instructions before acquiring them.

Does a premises ID replace a beekeeper certificate?

Do not assume that. The PID system records premises, while the Apiaries Act states a certificate requirement. Ask the ministry to confirm how its current administrative process satisfies both duties.

Do all Saskatchewan municipalities use Weyburn’s bee licence?

No. Weyburn’s licence is a local requirement. Check the enacted rules for your own municipality rather than applying Weyburn’s process throughout Saskatchewan.

Can I bring used hive equipment into Saskatchewan?

Section 6 addresses import and transit permits, with prescribed exceptions. Check the exact bees, comb or used equipment and destination with the ministry before transport.
